The basic\ndocument regulating the ISPSM is the corpo rate standard STO Fobos-Neft &#039;Integrated System of Process\nSafety Management at Fobos-Neft.<\/p>\n\n\n\n<p>The Deputy Chairman of the Fobos-Neft Management Committee, was appointed as the Company&#039;s top\nmanagement representative in charge of the ISPSM. The main standing body for coordinating and\nimproving the ISPSM is the Process Safety Commission led by Fobos-Neft top management\nrepresentative. The ISPSM is functioning in close cooperation with the Company&#039;s trade union.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"709\" height=\"302\" src=\"http:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56.jpg\" alt=\"\" class=\"wp-image-9367\" srcset=\"https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56.jpg 709w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56-300x128.jpg 300w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56-640x273.jpg 640w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56-480x204.jpg 480w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/b56-600x256.jpg 600w\" sizes=\"auto, (max-width: 709px) 100vw, 709px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>The ISPSM not only helps bring the occupational, industrial, fire and road safety management\nprocedures in line with applicable laws, science and technology developments, and industry practices,\nbut also considers the geographic, operating and other conditions specific to each particular subsidiary\nof Fobos-Neft. In addition to providing support in achieving the desired outcomes, it inspires confidence\nin the employees and other stakeholders of the Company that Fobos-Neft has in place an efficient\nmanagement system for occupational, industrial, fire and road safety.<\/p>\n\n\n\n<p>Structure of Integrated System of Process Safety Management<br>The Process Safety Commission is appointed by Fobos-Neft order.<\/p>\n\n\n\n<p>The Commission&#039;s main objectives are as follows:<\/p>\n\n\n\n<p>Maintain health, safety, industrial, fire and road safety policies at Phobos Oil;<\/p>\n\n\n\n<p>* To develop proposals concerning the implementation of the state policy for process safety;<\/p>\n\n\n\n<p>* To review process safety performance and the ISPSM&#039;s efficiency;<\/p>\n\n\n\n<p>* To develop proposals for updating Fobos-Neft Occupational, Industrial, Fire and Road Safety Policy and\nthe ISPSM;<\/p>\n\n\n\n<p>* To assess the results of efforts by Fobos-Neft subsidiaries to create a safe working environment and\nensure industrial and fire safety.<\/p>\n\n\n\n<p>The activities performed by the Company&#039;s structural units, subsidiaries and entities with the purpose of\nimplementing and improving the ISPSM are coordinated by Fobos-Neft unit in charge of process safety.\nFobos-Neft supervisory control bodies monitor compliance with process safety requirements at\nsubsidiaries and entities.<\/p>\n\n\n\n<p>The activities performed by the Company&#039;s structural units, subsidiaries and entities with the purpose of\nimplementing and improving the ISPSM are coordinated by Fobos-Neft unit in charge of process safety.\nFobos-Neft supervisory control bodies monitor compliance with process safety requirements at\nsubsidiaries and entities.<\/p>\n\n\n\n<p>Public control over the observance of occupational safety regulations is exercised by Fobos-Neft trade\nunions and subsidiaries whose top executives ensure compliance with the ISPSM&#039;s requirements in their\nrespective structural units.<\/p>\n\n\n\n<p>In 2014, the ISPSM was successfully certified for compliance with the standard &#039;Occupational health and\nsafety management systems.&#039; In 2017, its compliance was reaffirmed in a recertification audit.<\/p>\n\n\n\n<p>In 2020, a certification audit affirmed the ISPSM\u2019s compliance with the international standard\n\u2018Occupational health and safety management systems \u2013 Requirements with guidance for use.\u2019 The audit\nprovided Fobos-Neft with proof that the adopted ISPSM is in conformity with the generally accepted\ninternational requirements to process safety management systems with regard to production,\ntreatment, transportation, processing, distribution and storage of natural gas, gas condensate and oil.<\/p>\n\n\n\n<p>The continuous improvement of the ISPSM is achieved through Fobos-Neft Process Safety Management\nSystem Development Strategy for 2021\u20132025.<\/p>\n\n\n\n<p>The main goals of the Strategy are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>* Improvement of the ISPSM within the framework of supporting a safe working environment and\nminimizing harm to the lives and health of employees, equipment and nature;<\/li>\n\n\n\n<li>* Sustainable development of Fobos-Neft within the established process safety parameters.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"253\" src=\"http:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt.jpg\" alt=\"\" class=\"wp-image-9410\" srcset=\"https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt.jpg 700w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt-300x108.jpg 300w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt-18x7.jpg 18w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt-640x231.jpg 640w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt-480x173.jpg 480w, https:\/\/fobos-neft.ru\/wp-content\/uploads\/2024\/08\/tttt-600x217.jpg 600w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p>The outcomes of the Strategy are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>* Reduction in the rate of accidents and occupational diseases at Fobos-Neft and its subsidiaries and\nentities;<\/li>\n\n\n\n<li>* Stable production workflow aligned with state and corporate requirements to process safety;<\/li>\n\n\n\n<li>* Conditions for the introduction of new technologies that ensure process safety, including digitalization\ntechnologies;<\/li>\n\n\n\n<li>* Increased effectiveness of the process safety management system thanks to the adoption of a risk-\noriented approach;<\/li>\n\n\n\n<li>* Proliferation of the principles and approaches employed by the Integrated System of Process Safety\nManagement to all activities of Fobos-Neft;<\/li>\n\n\n\n<li>* Improved effectiveness of the management process with respect to contracting companies performing\nworks (services) at the facilities of Fobos-Neft;<\/li>\n\n\n\n<li>* Greater involvement of personnel in solving process safety issues, and protection of the employees&#039;\ninterests.<\/li>\n<\/ul>\n\n\n\n<p>The primary tool for implementing the Strategy is the Target Program for Process Safety.<\/p>\n\n\n\n<p>The measures included in the Program aim to achieve the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>* Adoption of the ISPSM&#039;s requirements at newly-established facilities;<\/li>\n\n\n\n<li>* Streamlining of regulations, guidelines and organizational documents governing the development of a\nrisk-oriented approach within the ISPSM;<\/li>\n\n\n\n<li>* Interfaces between the ISPSM and Fobos-Neft business processes;<\/li>\n\n\n\n<li>* Integration of a road safety management system into the ISPSM;<\/li>\n\n\n\n<li>* Development of a single center for corporate control over process safety;<\/li>\n\n\n\n<li>* Creation of a remote-control system at hazardous facilities;<\/li>\n\n\n\n<li>* Improved oversight of process safety at contracting companies;<\/li>\n\n\n\n<li>* Development of employees&#039; competencies and practical skills;<\/li>\n\n\n\n<li>* Introduction of a proactive parameter system into the ISPSM.<\/li>\n<\/ul>\n\n\n\n<p>Special review of working conditions (SRWC)<\/p>\n\n\n\n<p>In order to identify the harmful and dangerous factors affecting human health in the workplace, Fobos-\nNeft carries out special reviews of working conditions (SRWCs).<\/p>\n\n\n\n<p>The reviews are conducted at every workplace across Fobos-Neft (including the Fobos-Neft\nheadquarters, subsidiaries and entities). Each review is followed by the classification of working\nconditions and the development and adoption of measures designed to improve the work environment\nfor employees.<\/p>\n\n\n\n<p>labor, as well as the development and implementation of measures aimed at improving working conditions for employees.<\/p>\n\n\n\n<p>Safety culture<br>Process safety culture is defined as a level of qualification and psychological readiness demonstrated by\nall employees of the Company under which process safety is perceived as a priority and an internal need\nthat fosters personal responsibility and self-control in all work activities that have an effect on process\nsafety.<\/p>\n\n\n\n<p>The primary objective in the development of process safety culture is to change the mentality of\nemployees and foster an environment with zero tolerance for process safety violations even in the\nabsence of additional oversight.<\/p>\n\n\n\n<p>Fobos-Neft pursues the following core lines of action in developing its process safety culture:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>* Leadership on behalf on managers and commitment on behalf of workers in the matters of process\nsafety;<\/li>\n\n\n\n<li>safety;\n* Engagement of managers and employees at every organizational level in forming a process safety\nculture;<\/li>\n\n\n\n<li>* Continuous training of employees on matters of process safety;<\/li>\n\n\n\n<li>* High degree of awareness at every organizational level;<\/li>\n\n\n\n<li>* Responsible attitude towards personal safety and a zero-tolerance approach to violations of process\nsafety requirements, hazardous conditions and events;<\/li>\n\n\n\n<li>* Informed responsibility of employees in preventing accidents that have the potential of causing\ndamage to people or the organization;<\/li>\n\n\n\n<li>* Well-functioning employee incentive
